The plan shall respond in a systematic manner to the diverse needs and problems of the municipality inorder to attain its vision of development. Explicitly, the development endeavors are geared towards the achievement of the following objectives:

ECONOMIC DEVELOPMENT

 A. Poverty Alleviation & Employment Generation

This is aimed at discernible improvements in the quality of life beyond mere sustenance as applied to the individual person, family and the community in general but more particularly to the disadvantaged sector of the population. One-stop livelihood linkaging shop, job information and placement center and manpower development center will be operated to ensure opportunities for gainful employment.

B. Agricultural Productivity

Intensification, expansion and diversification of agricultural and fishery production to attain food sufficiency, economic profitability and sustained supply of raw materials for agro-processing.

C. Agri-Industrial Development

Establishment of the Provincial Agro-industrial Center for the absorption of surplus in raw materials to be converted into products and services with value-added for local, domestic, and foreign markets. Aggressive stance in the promotion of the area as a potential and secured investment and business have inorder to attract local, national and foreign investors.

D. Market Accessibility

Establishment and operationalization of the Agricultural Consolidation and Trading Center. Installation of support systems like the Market and Price Information System and Commodity Flow.

E. Infrastructure Support Services

Provide the infrastructure for primary needs of the population like water, power and roads and the like. Provide infrastructure support the productive sectors like the agriculture, business and industry. Intensification of efforts for the early improvement of the Malalag Port.

F. Promotion of Equity

Support the implementation of the Comprehensive Agrarian Reform Program for the equitable distribution of land, which is a productive asset. Strengthen broadly-based local ownership and control of resources that favor small farms and enterprises, member-controlled cooperatives and also residents-owned corporations. Give priority to mobilization of local resources, savings and capital build-up schemes among residents and investors, which can be used for project investments.
